Members in this category are elected by active Mössbauer spectroscopists in individual countries. The number of representatives of each country depends on the total number of participants from that country in the three preceding International Conferences on the Applications of the Mössbauer Effect (ICAME) and on the total number of active Mössbauer spectroscopists (AMS) in that county.

Countries having more than 100 ICAME participants in total are allowed up to three representatives; those having more than 25 participants are allowed up to two representatives; and those having more than 5 participants are allowed one representative. In calculating the total number of participants in the three preceding ICAME, any country which hosts an ICAME does not count its participants in the year when it hosts ICAME. Its participation is calculated by multiplying the average of its participants in the other two ICAME by three.

In addition should a country have no Elected Member to the Board according to the above rules, that country is eligible to elect one Member to the Board provided that country has at least 5 AMSs. An AMS is defined as a living person who has published at least 5 Mössbauer papers during the last 10 years preceding the election or published at least 100 Mössbauer papers since 1958. A Mössbauer paper is regarded as a paper to which a researcher has made a significant contribution based on his/her expertise in laboratory Mössbauer spectroscopy and/or nuclear resonant scattering of synchrotron radiation.

In addition countries with no representation on the Board may – if they choose - combine their number of participants at ICAME with the combined number of participants thereby providing scope for the combined countries to qualify for no more than one representative on the Board

When, after an ICAME, the entitlement of a country to its IBAME Membership decreases, such a decrease will take effect from the first election that would normally be held in that country. In circumstances where this involves a decrease from 3 to 2, or 2 to 1 or 1 to 0 representatives to IBAME, any currently Elected Members of IBAME in that country will be required to stand for re-election if they wish to retain their Membership.

The election of the IBAME representatives of individual countries shall be carried out amongst the AMSs in that country, preferably by secret ballot. The Executive Committee will assists, advices, and may appoint a person to organise the election if they judge necessary. The IBAME Chair must be informed, in writing, of the result immediately after any election. Elected Members are only admitted to Membership if the Executive Committee judges that the Member has been properly elected. In the event of any doubt about Elected Membership, the Executive Committee makes the final decision.

Elected Members hold office for a maximum of six years (shorter periods of office are allowed if preferred by the individual countries). Re-election is allowed. Approximately one third of the Elected Membership is elected every two years.

An Elected Member unable to attend a meeting of the IBAME may send opinions in writing and a vote to the Chair; alternatively he/she may request a representative of that country to participate in a meeting of the IBAME and to vote even though that person is not an Elected Member.

Elected Members hold voting right in IBAME.
